I have the honour to inform you that I received recently a letter from the Secretary of the Over-Seas Club covering an appeal for subscriptions to an Over-Seas Aircraft Fund for the purpose of presenting to the British Government for the use of the Royal Flying Corps several aeroplanes of the Gnome Vickers Gun Biplane type costing each £2,250. It was stated the War Office had consented to have the name of the Colony or district presenting a machine painted upon it. As it was stated that you approved the scheme I allowed an invitation for subscription to be made in the Press, but when I learned that 2 machines were likely to be sub- -scribed for I deemed it desirable to get some official confirma- -tion that the machines would be acceptable. I therefore sent on the 13th. instant the telegram, translation of which is enclosed.

As however the subscription for the 2nd. machine
was practically coupleted on the 24th. instant and as donors were anxious to have the presentation made without further delay I tele- Lygraphed to you as in enclosure 2 and on the following day I tele-
-graphed as in enclosure 3. The Chinese characters referred to

are shown in enclosure 4. I venture to suggest that these characters might be painted below the words *Tai Yau Bank, Hongkong".

The Tai Yau Bank is a Chinese Bank here. The
names of lessrs. Lau Chu-pak, Ho Tung, Ho Kom Tong and Ho Fook are known to you. Mr. Chan Kai-ming is a member of the Sanitary Board
